Consumption On Bill Last Bill Zero

Checks if there is zero consumption on the previous and current bills.  If both have zero consumption, the Validator will fail

Checks the value on the previous bill is zero, then checks the value of this bill.

If there is consumption (not necessarily cost), the Validator will fail.
